He has spent 12 years in the State Senate, sponsoring bills such as requiring a 3/5th majority in both houses of the General Assembly to pass tax increases, imposing spending limits on state government, stronger immigration laws and restricting the use of eminent domain by state and local governments.
He is a practicing obstetric anesthesiologist, with an appointment at the Johns Hopkins School of Medicine as an Associate Professor of Anesthesiology and Critical Care Medicine, as well as practicing at Easton Memorial Hospital and Peninsula Regional Medical Center in Salisbury. He served our country in the United States Naval Reserve for 17 years, achieving the rank of Commander, and is a member of the American Legion. He lives in the District with his wife and five children.
